Adaptive

We want Alvis networks to achieve a ``stable equilibrium'':

• When new resources become available, peers learn about them on their own
• When old resources go away, peers can cope
• When peer addresses change, other peers can find out
• The longer a network lives, the better it should perform

The aim is for a zero-maintenance network.
